From the Union of Concerned Scientists, a Framework for Reducing Oil Consumption

The Union of Concerned Scientists, a nonprofit American watchdog group, released a framework document this week for reducing the projected oil use of the United States by half over 20 years. On its Web site, the organization characterized its Half the Oil Plan as a clear, achievable road map to significantly curb the nation’s dependency on oil.

In April, the union released a widely discussed study that quantified the greenhouse gas contribution and operating cost of electric vehicles.

Its Half the Oil Plan outlines, in general terms, what the union believes is a workable solution to problems that might arise if an over-reliance on unsustainable petroleum resources were to persist. The organization says that our current rate of consumption would lead to an oil habit of 22 million barrels a day by 2035. To reduce that projected consumption by half, more efficient technologies and greater innovation would be required.
